Can you make a DVD from a handycam that records in AVCHD format, and then play that DVD in a DVD player?

Yes

ETA - It wouln't be in HD though if that's what you are getting at.

Not all programs handle avchd though, especially not the cheap/free ones.

Try before you buy.

Even the simpler programmes will do an MPEG export that could be used on a DVD.

Now, which cam do I buy. I'm thinking about getting the Sony HDR-CX100. Looks pretty good from what I've seen on youtube. Night/lowlight seems decent, shame it will only do 3 seconds of slow motion though.

Slow-Mo. Do it in post production.
Copy the film to your editing app and then in mine you stretch the frames along and it re-samples the output video to slow it down.

First 10s are the original and the next 30 is the time-stretched (technically) copy of the first bit. It's not perfect as I guess real slow-mo films at double speed and then plays back at normal speed.

I used Sony Vegas.
