taking a photo of the outside of a coffee shop

I'm (amongst other things) a director of a community focussed coffee shop in my local town, and we need to look at getting some decent photography done. Internal isn't the issue, but externally, what considerations do we need to take into account?

If a shot was taken on a busy day, with a long exposure, so the people moving outside were blurred, is permission needed?

No permission is legaly needed. As it is in public.

As for passers by, a long exposure will remove them almost fully.

Assuming the shot is taken from a public place (and not within a mall or private development) then your only issue is going to be one of causing an obstruction if the shot is taken from a tripod. Shouldn't be a problem as the shot is only going to take a minute or two to set up and take. Worst case is that the police happen to be passing by and ask you to move on...
