QuickTime Virtual Reality — advice needed

I want to make an interactive electronic image of a room that the viewer can pan around and zoom in on. I understand this is called a QuickTime Virtual Reality file.

I know how to do a panoramic photo stitched together from multiple exposures, so what I want to know is how do you turn that into an interactive file? Is QuickTime Virtual Reality the best way of doing it? Are there others? It's going to be displayed on a Web page so I want it to be as widely compatible as possible.

What software do I need and how difficult is it to do?
