Both the game itself an an additional content disc with all the DLC. The 'Stig Pack' is on a card you get inside it. You have to put the code in on the market place.

Sounds quite good, although saying that I've always been happy with all the original cars on the disc.

BTW, is Forza 4 out late this year?
