USB WebCam won't install

Bought a cheapo USB webcam from eBay (doubtless from the far east somewhere).
Bought it as my sis has the same one and it works fine on her PC of same spec etc etc.
So Windows 2k (fully up to date). Drivers installed, web cam plugged in but it refuses to locate the right drivers. It keep defaulting to the standard windows usb.inf file! Its so frustrating. Even when I manually try and point it to the correct inf file it fails.
The USB port is fine and I've had other devices working no problems.
I mailed the seller and he's done his best - re-install, reboot etc but still no joy.
Ideas anyone?
