Lights out!

I know its been cold, wet and windy lately, but the amount of people in these parts with headlights, brake lights and fogs not working properly or not at all is simply ridiculous.
Plod has been driving around with a headlight out on his Sprinter since before Christmas. Do the police not routinely check their vehicles?
