Photoshop and Illustrator can save file in PDF format. However you will be limited to single page documents. If you want multi-page PDFs, with indexes, bookmarks etc then you'll need to get the full version of Acrobat.

You use Adobe Acrobat to create the documents,

Acrobat Reader will allow you to view the created files but won't allow you to create them. I believe a license for this is free and easily downloaded from their site

There is however free open source software as well, that will create PDF documents:

OpenOffice allows you to export all office files to PDF www.openoffice.org

Scribus is DTP software and allows building of PDF forms and protected PDF files www.scribus.net

For printing into PDF files from every application on my system, I use the Ghostscript driver www.cs.wisc.edu/~ghost
