I always thought they had to be visible, hence why they painted them all yellow. They are not allowed to hide them, even when you see the scamera vans parked up you will see a warning sign.

Go back and take some photos, if its not visible let them take you to court.

Of course I may be totally wrong but I thought that was the case.
