For god sake people if you sit next to the person you are calling for or even get them to put a 'note on file' then most organisations will talk to you as they have the subjects permission.
Thisdo it all the time.
Still get p'd of with people spouting DPA or MLR at me when they clearly have no idea of the actual legislation.

Our insurance company wouldn't let me change my wife's insurance even though:
That's strange as my wife sorts all ours and makes the changes. The only time I have ever spoken to them was for courtesy car cover, I had to have a threeway conversation with the DVLA.- I set it up for her.
- I pay it.
- I am the car's keeper.
- She has never spoken to them.
- She doesn't even know who she is insured with.

I like to ask them which section they are referring to.... Funny how they have, to date, had no idea (but I can't blame them tooo much, they are just following their training - except for the person who tried to tell me that they couldn't tell me something about my account!!).However OP, write a letter for your mum, get her to sign it, that letter will be a letter of authority for you to act on her behalf. Send it recorded delivery.
At that point, upon receipt, they have no DPA to hide behind - they may then claim that they have had no letter of authorisation (as happens to me now and again) at which point you can suggest they are in breach of the DPA as they have failed to maintain accurate records.........
The problem is, there are a lot of chancers (and worse) who are actively trying to help little old ladies manage their finances. They'll even drive them to the bank/cashpoint to withdraw money, they're that helpful.
If you need to do this on a regular basis, look at getting a power of attourney - these can be done well in advance of any serious illness.

The one that always makes me chuckle is when I phone up to renew and pay my car insurance and they start asking for data of birth and inside leg - I always make a point of suggesting to them that whilst I understand why they're asking me, if someone wants to phone up and impersonate me to pay my car insurance, they're most welcome.
