TUV approved is no nonsense.If the Germans say it's up to scratch, then I think
you are on safe territory. They don't do things by halves.
For example, the TUV car test is considerably tougher than the UK annual MOT.
For comparison, I got a tray of a couple dozen ring
spanners, made of chrome vanadium, from Lidl and they
are good kit.
the steel toecap boots look good for 13 quid....
