Just smile at them in a 'private Pile' kind of way and ask them politely to get in the car. If the decline, twitch from the shoulder and grunt, before repeating said instruction a lot louder, they won't go anywhere near you again.
Another plus of this is that whilst you are inside being bummed by Bubba and Leroy for 'attempted kidnap', your car will remain as clean as the day you last used it.

NO!!! dont use the washer jets, I continually came across this in bristol last year and thought I would be smart using the jets the nxt time, only to see them use the jet water to clean these sponges out!!! so instead next time it happened I just lent out the window and shouted at them

what i could only see in their hand were just a bottle of unknown type glass cleaner and the squeeqee.damn, why do i have to let them to clean it, i would just put the rain-x screener on myself. why bother on giving a quid to them lol

Was it at J2 on the M32 per chance? I saw them being spoken to by the police last year, and that solved it for a bit, but were back 2 months later. Havent seen them for a while though.Really peeves me this. I find that shouting at them in a murderer kind of way with a few hand gestures gives them the message.

I would be surprised if anyone could come up with a worse story than the following:
My friend was in a hearse, and they actually spat on the back of the car where the coffin was, when their attempt to clean the windscreen was refused.
The son of the deceased had to be dragged back in to the car, as he was going to rip their head off!

if you tell them **** off and act a little insane, they will walk away. I had one who wanted to wash mine. I had spent 2hours washing my car previously and didn't want it ruined by their dirty sponges. the junction of where the A10 meets the A406 (when it slows down from 50 to 30) is well known for this.
This can be a real pain - my method is to approach the red light, drop a cog, flash my lights and have my wipers and jets running, this just keeps them well away (so I have found).
It really are a nuisance however giving in and allowing them to clean the screen is NOT a good idea as said above by another poster they are likely to damage something with either their grit covered “tools” or them leaning over your paintwork and giving it a nice scratch.

Had this on holiday in Nice, France last year. They stand there when the lights go red and walk around the queue of cars with their bottle of washing up liquid and their squeegee. I locked my doors because I noticed some of them were getting a bit desperate. Then one morning, one of them decided to just wash my windscreen and THEN ask for the money. Hilarious seeing the look on her face when I just drove off with a clear windscreen 
ETA - a good method is to sit there revving your engine and blowing your horn with your wipers on full speed, they seem to get a bit frightened then.
