Yeah, I've had that one today.Prat ran out to cross the slushy/icy side road diagonally in front of me.

You'll find these are probably all parked near to a downward inclined street. People who live further down the slope do it. That way they can walk up the slope, then drive away, no trouble trying to get out of their street.Annoys me too.
seems to have resulted in anything goes on the road;
fog lights in daylight
20 mph on a wet salted road - no need to go slow
30 mph tailgating on pure ice
driving in the middle of the road, even though only the pavement still has snow
cutting right across junctions ~(would have hit me if I had come to halt in the usual place)
following but not overtaking a bicycle
you turn in front of traffic in a place you'd never dare try a you turn
park on the edge of a junction
park over 1 foot from the kerb
and for some reason prius drivers going even slower than ever when pulling away, 0-20 in 2 minutes.
