Depends what kind of crime you mean? I expect certain types increase but others decrease.
On balance I reckon overall it decreases because more people can't be arsed to go out robbin' n' muggin' etc as it's too cold and miserable. By contrast I expect it increases in Summer with longer warm evenings etc.

I was pondering yesterday 'what if' I had an Evo with winter tyres - I could do a LOT of crimes and get away. Possibly.
