Cat C & D... always on the vehicle history??

I am looking at buying a car which is Cat C repaired and has had a VIC test done. The fact that is is Cat C doesn't bother me based on the saving I would be getting I would expect perfection.
My understanding was that after the car is repaired it had a VIC test done, but remained on a register/list of some sort to say it was Cat C. But you could have a further inspection done to get the fact that it was Cat C removed from the vehicle history.
The dealer disagrees with me and said once it has a damage catergory applied it is there for the life of the car.
Does anybody know if I am right or if the dealer is right?
