I have a 2007 Focus with brake light issues. The high level one works, the lower 2 don't. They all use the same fuse and the bulbs appear fine. I don't know if they both failed at the same time.

Does anyone know what the problem be?

Firstly have you actually removed the lights to access the bulbs? You must fully confirm if the bulbs are faulty or not first.

'Look fine' and working are totally different things, just try a couple of new bulbs.
