Putting seat belts back

Hi, Job now is to install the new seat belt to the drivers side. I have a small problem with the "Stalk" that fixes to the transmission tunnel. The seat belt pack came with a 1 1/2" bolt which I will use but when I checked the passenger side it also has this bolt but the bolt had a "Spacer" at the top (I assume to allow the stalk to rotate). My question is, is this spacer needed?

But mine has some stepped spacers that, as you say, allow the stalk to pivot ( without it the bolt is a very loose fit through the hole) and they give the bolt something solid to tighten onto. The thread is in the chassis so without that spacer you will be tightening against carpet and fibreglass, not ideal !

Have you had a good "dig around" where bolt goes ? There maybe a spacer of some description buried in the carpet,fibreglass and sealant ?

Spacer is required, but they do get lost. I took mine off as part of the 'body off' and one side had a spacer, the other had four appropriately sized washers. I reckon this is OK as the stalk is not required to swivel like the 'feeding loop' (probably not the right term but you know what I mean) is.
