Do I need Gold XBL membership to access the forza three storefront?

I don't think so - had a mate round a few weeks ago who hadn't renewed and he was successfully able to buy new car packs.

You have to have Gold to use your storefront / auction house.

You don't buy new car packs from the storefront.
