Decent Sized Cycling Bag

Looking to replace my current rucksack for the bike (A Gelert one with a water pouch) as it's far too small for anything other than the water pouch.
Ideally looking for something around the 20L mark, with the ability to hold a water pouch (Doesn't necessarily need to come with one as I have a couple, just needs to hold it). Also needs to be strong enough to carry a decent weight regularly and withstand the odd tumble.
I'll be using it both on road and off it, so needs to be secure enough to not roll about on my shoulders.
Looking to spend around £50, maybe more if it's the right one for the job.
Any help is much appreciated

I've had a few but my favourite is my Deuter Race Exp.

Sits nice and low on the hips, and sits off the back unlike some of the camelbak models on a 'frame' so its not sweaty at all. Really tough, mines laster well, seems well built, expandable, just the right size for me for either a days mountain biking with associated junk, or a short commute with my clean shirt/lunch/shoes etc
Right number/shape of pockets, helmet net, reflective bits, good wide comfy straps, sternum and waist straps etc etc
Worth checking out - I highly reccommend.

Use it every day to run / cycle to work - big enough to carry all the stuff you need and really comfortable - Have worn it on 100+ mile rides on my roadbike.

+1 more for a deuter, I had one with a mesh panel that keeps the main pack it off your back meaning you don't sweat as much,and when you do it doesn't destroy, stink it out or soak the contents.
I can't remember the actual model as it was a few years ago now.
It had, chest & waist straps, a helmet pocket, built in rain cover and hydropack compatible, was about £40 from evans.
Had enough space to take everything I needed for work ie.
A laptop & power cord, full set of clothes, wash gear, towel, shoes, personal items (wallet, keys etc..), small bike pump, inner tube, bike tool & puncture kit.
If started commuting again, it would be a Deuter everytime.

Nice bright colour, quite waterproof (although not advertised as such), access for headphones and hydration pack, light, ventilated straps, ventilated back and decent capacity too. Very impressed.

Thanks for all the replies everyone - only just had a chance to look through all the suggestions.
Those Deuter ones look like they fit the bill perfectly, think I will head down to Evans on Friday and have a look and try a few to find the right size.
It's amazing how much of a difference the little things like this make to the comfort of your commute/ride to wherever!
