IIRC no. Pretty sure it has to be two metres, unless switch is waterproofed.

Electric switch right next to a water supply. What could possibly go wrong?....

Edited to add, the clue is in the OP's name!

If the installation is all protected by an RCD, pretty much nothing.

Quite sure it has to be 2mts away, just get it raised. I'm also sure that basin should have splashback tiles too.

Depends how old the instalation is, but I would just rip it out and install a pull switch at high level to be on the safe side.

Often found in kitchens, go figure.
Iirc, baths are the major concern.
Although, I wouldn't accept that pictured.
RCD provision?

Needs to be 2mtrs away or a pull cord type switch to comply with regs, and common sense.

I'd go with this - Based purely on the fact that he brought a diagram with him...

hand basin in op's pic does not look like its in a bathroom (so not a special location and zoning does not apply !!)
However, either pull cord it/raise it or if rccb/rcd protected.....do nada !!

I know this doesn't help, but it's allowed in Germany! Min distance is about 15cm/6" above and to the side. Made me nervous originally, but never had a problem. Obviously German electricity is safer than English electricity.

Thanks guys,

I think it needs to be moved. Its in a infants / junior school so sod the regulations, common sense says to put a pull cord there.... lets see what the contractor says tomorrow!

Q. Does it look safe?

A. Does it fk!

Regardless of what the zone diagrams say, there is still a requirement in the regs that equipment must be of a design appropriate to the situation in which it is to be used or its mode of installation must take account of the conditions likely to be encountered.

To answer the OP's question, "Does this comply with regulations?", no.

Dave - qualified spark.
