Sash Window stuck

As the title suggestes one of my sash windows won't budge and I'm reluctant to force it. It's got a little movement though could be sticking in one place. Hard to tell really. The link below seems like good advice but do folk wth experince of them have any tips?

The info in the link looks like good advise, other than I would only use a chisel as a last resort as, it will damage the woodwork. Just use a scraper as described (all the way around). If the window has never (to your knowledge) been opened, run a scraper between the bottom of the top sash and the top of the bottom sash to make sure a previous owner has not screwed the sashes together.
Thanks for that, I'll have a look. Looking at, it might be a good idea to change some of the latches too. Does anyone have any thoughts on which is the best type? Locking would be good, and the Brighton Fastener looks like the best here as it'd lock without keys (which get lost) and might have a little margin for not exactly lining up http://www.doorhandlesuk.com/acatalog/Sash_Window_...

Yes, they should do it. I would also fit two of these
to each ground-floor window.
I would also fit These so the window can be left partially open. They will act as a secondary defence, in that if ever the window is jemmied and, the sash fasteners fail to hold, the burglar will now be faced with an opening (say 4 inches) that will be very difficult to jemmy.
