Butterflies - 1991 S3 V6

The throttle variety.
With the throttle fully closed I'm told they should both be shut tight. Each butterfly is held in place by two cross headed screws which, I assume allows for a certain amount of adjustment. This presumably done by holding the throttle body up to the light and moving the plates until no light is seen.
The adjustment screw on the outside of the body can then be adjusted to allow sufficient air into the engine so as not to stall it; is this right? F not what does the ajustment do?
Secondly if that is the case why then is there a 3 / 4 mm hole drilled into one of the butterfly plates?
I'm trying to sort out an fast idle problem that seesm to afflict quite a few S seriers motors. I've changed the ISCV, Throttle pot and engine temp sensor. Reset the ECU a million times, checked the breather pipes etc and the engine still races when pulling to a stop then steps down from 2500 rpm down to 1500 then holds at 1100.
I noticed last night that there's quite a bit of corrosion at the bottom of the brake servo. If this was rotten through would that have the same effect as a leaking breather?
I'm going to change the servo unit anyway when I can find out what cars they are from.
