Is this good news for people with cameras in public places, just taking photographs?

I personally don't have a problem with police being given or having powers that prevent things but badly drawn up, knee jerk laws and the subsequent misuse of them I can't stand.

It would make no difference. The power that was often , mostly incorrectly, used was s43.

S44 is the power used to search everyone in an area such as train stations etc.

Is not just about the whole of London a designated area under s44? Or was that an urban myth?
