Multimeter would indeed sort it out in no time.
Then find the correct fuse, and when it's down just redo it properly.
From what I can see it's actually not that bad a job, just way to exposed. Get what we call a "shrinking shoe", and shrink it over it (after cleaning the mess of course).

You place it near the cable, if it's live, it lights up.
Safer than any other method.

The single green/yellow taped to the grey twin & earth would suggest an earth rod or main bond connection.
How does the 1st photo relate to the 2nd?
What is clear is that for carrying mains electricity, it it not-compliant/dangerous.
