I've heard on the grapevine that a neighbouring property may be looking at selling their old steading to a developer.

They do not own the road to this property but do have access, does it follow that there is automatic access for the potential development?

They are the furthest down this road yet refused to contribute along with the other properties to repair the road after the winter took it's toll stating "it wasn't that bad and they were quite happy to just avoid the holes".

(I think cash is an issue hence the refusal to pay share and then trying to raise cash)

What do the deeds say? Have a look at teh deeds and any easements. Then take copies along to your solicitor and ask them.
Who actually owns the access road?
You may find that access depends on sharing the cost.

I'd have only repaired the road up to the last contributor then and left the last section up to them to deteriorate.

Can't help with the actual problem.
