Constantly having to re- download dlc for forza 3

My old xbox got the ring of death so i got an arcade version and put the old hard drive on it. I have bought all the car packs which show up on my hard drive but i seem to always have to re-download them from marketplace. It says they are not installed and the cars have padlocks on them. This is normally when i restart the machine on a new day. After i re- install from marketplace they are there for the duration of my session. Is it something i'm not doing or a problem with marketplace? I don't see why a new xbox unit should make any difference when i am using the same old hard drive.

Never even knew about license, i'll check it out. Thanks for the prompt response. I think i wasted 1000 odd credits rebuying some packs.
