e.g. I live in Essex, but my IP resolves to Rotherham or Watford depending on which ISP server I'm hooked up to.

Not necessarily...when I'm surfing "art" sites, I get targeted adverts ... it appears there are an awful lot of attractive, lonely girls in my home town who want to chat...who'd ha thunk it?

(but yeah I know, my ISP is in town)

Highly unlikely as they'll almost all go through a proxy server, so he could narrow down the company, but unless he's willing to do some social engineering he wont get far.
