Moving kitchen to another room in new built type flat

I'm thinking of relocating the kitchen to another room and I'm wondering if I need to get planning permission from the council or anyone else for that matter ?

Also , The kitchen will be backing to the toilet wall and I'm wondering if I can link the toilet waste with kitchen waste ( sink+diswasher)

You won't need planning permission, however, you will need Building Regs.
