... How do I fix this then ?

I'll be moving soon-ish, and it's time I rolled up my sleeves and tackled this. I'm assuming the folk here before me used the wrong paint, and that's why it's falling off. There's no damp or anything up there.
How do I clear the old paint away ? There's about 4 square metres as it's only a small entryway. What paint would you use ?
I know it looks like I like in a crack den, but that's the only rough bit !, I know the smoke alarm needs a battery too, the missus set the toaster to 'carbon' without telling me, It's sorted now.

If the whole area is as loose at that bit, then the best option would be to get a stiff scraper and remove it all. This way you'll not have an 'edge' of paint to try and deal with.
If you have to just remove just the flaking section, some might suggest sanding the edge of the paint back to feather it into the plaster, but any new paint onto it might lift the thin sanded paint.
Using filler to smooth in from the paint to the ceiling should do the job.
If it is bare plaster underneath, then a coat of slightly watered down emulsion followed by a couple of regular coats, then move quickly!
