Rough estimate on under garage conversion

I wanted to get a rough estimate on how much it would cost to convert my garage understore.
Basically I live on a hill and we have a detached double garage at the top of the property and then steps down to the house.
Under the garage we have an "understore", it is a 5.5m by 4.25m room, with walls but no solid flooring (its uneven mud).
When i say walls, its open brick with cement pillar roof - its very damp, dark and dingy !
I want to convert this into a home office with shower and toilet facilties, and put in a couple of windows to let more natural light in.
We have power there, but thats it (no plumbing).
Could anyone provide a rough idea on expected costs to convert - it defintely needs tanking as its very damp in there.
