Cameras on buses.

Hi Gang.
Does anybody know how the Bus lane Bus cameras work, are they manually set off by the driver of the bus?

I remember seeing a news article about it saying that they record all the time and the drivers dont know if they are in a bus with a camera or not.

Not sure if this was just 'spin' though, like TV detector vans.
