Voucher dilemma.

OK, I have some vouchers for Amazon. Hence I think I have two choices. Canon EF 28 mm - 135 mm - f/3.5-5.6 IS USM. Or a 17-85mm f/4.0-5.6 IS USM. The 18-55 that came with the 350D I think has some limitations and time to get a better one (or I am crap) and I have a Sigma 70-300 jobbie that is very good so after the replacement for the 18-55 that came with the camera.
So, anyone with any of these that can chuck in helpful comments? Is image stabilizer worth spending on?
This is for general walking around and car shows and family etc not professional stuff and I am still learning the ways of the camera. Be gentle.
