I would say 106 (have a quicksilver myself). But the GTI does have a chavvy image... infact the VTS is worse... You ask a GTI owner and it's better, you ask a VTS owner and they will say the same.
There isn't a great deal between them although I think the GTI is a little quicker and better handling on track. After saying that - get an s2 Rallye (less chavvy more respected)

The Peugeot 106 GTI hold onto their value better and you could argue that they are better looking than the Saxo, on account of the arches and bodywork looking better matched to the car. That said, the VTR/S look very nice when left alone and I'd imagine that those that are left cosmetically standard and in good condition are increasingly rare these days. I might be talking rubbish, but they seem to be going the same way as the 205 - The chavs have moved on and the nice examples stand out more. 
Both will handle beautifully and provide a huge amount of fun - which makes up for all their faults. I suppose get whichever you can best afford.

I actually preferred the outside of the standard VTS, with the arches and soupbowl 14" dished wheels, but preferred the interior on the 106Gti back when we were choosing out the two in '99.

Such a better deal on a new VTS it's no wonder they were more common. It worked out £1500 cheaper for the Saxo. The 106s weren't fetching £1500 more when we came to sell so we did OK

I thought they were way slower?They feel 100x better though, more solid, they dont have stupid pedals either. We replaced my girlfriends 2001 106 with a 2000 puma, and the french car looks crap in comparison.
