When I took my girlfriend a few years ago (also in February for her birthday/valentines day!) we stayed at the Grand Hotel Haussmann which was just by Place de l'Opera - there's only a small lobby with a tiny bar but the rooms were great and location really good as it was a minute walk from the Metro station.
Thought it was good value for money, particularly as I was on a bit of a budget as I was still at Uni at the time. I'd also recommend eating at Altitude 95 one evening, one of two restaurants on the eiffel tower.
Paris is an amazing place to visit, spent half my time walking around in astonishment at the sheer grandeur of the buildings!
Have a great time
