Infamous PS3 - Please help!

OK, I've been playing Infamous on the PS3 and have got to the dizzy heights of level 36:- Against The World. It's the level where you basically have to take out a hot air balloon.
I've tried and tried and tried and even following the walkthroughs I cannot do it! The walkthrough says you simply have to blast the balloon with the Lightning Blast, the shield will be disabled for 30 seconds and you can jump on to the platform. Except it doesn't. So I can't. How do you do this level?!

That is how you do it. The lightning blast takes out the shield for about a minute and you have to get onto the platform and there are 3 hoks which you have to disengage to detach the platforms. Are you doing the blast for long enough?

You are doing the right power? Down on the dpad?
