Would it be a god idea/possible for there to be a sticky answer to the eternal whine inducing question about BiB exemptions.

Wondering if one of our BiB chaps could write a suitable general item to explain the basics. Some posters seem to come on with a genuine question about it, but their thread unleashes some right old cobblers from others!
