Texting to Ireland

I want to send a text to an Irish mobile number in Dublin. Do I have to put the national code before the number first? Or do I just use the number that I was given?

Put +353 in front of the number, and remove the first '0'..... ie. 07896543212 change to +353789......,
Unless the number starts 00353 or +353
