No it's not true.
It all depends what the customer wants .. you have to listen to what they're telling you about the car and their driving style, and what kind of driving they do, then you bias the whole kit around that. The rear anti roll bar becomes a useful tuning aid to trim the balance of the car thereafter, but if you're using it to correct a glaring suspension fault then the bias of the kit wasn't right in the first place.
To answer the question properly we need to know what spring rates you're using, front and rear ride heights, the type of driving you want the car biased towards and the type of handling balance you like from the car in as many situtaions as you can think of.
All of this depends on if the car is set up straight and you can recognise subtle handling changes for better or worse.
