Just got back from France. Speaking to some locals I understand that the gendarmerie has gotten a new assigment to really enforce the speedlimits. It appears you can lose your license if you go (only) 30+ km/h over the limit

I think the WRC drivers who fell into S Wales Plod's little party piece got banned for 6 weeks, regardless of nationality.
The laughable thing is that the relevant Spokesplod said safety of the villagers was the most important thing... which must explain why they sat back and let drivers go back and forth at up to 20mph over the limit a few times (building up points and fines in the process...)

Well, all i can tell you is the situation in Germany is the same as you suspect the case is in France. Here, wether it's in a 30,40,50,etc..etc.. zone, if you're doing 30Kph over, then yes, you will lose your licence for a month (and also points, i think). the police WILL make a note of it on your driving licence, and also notify the UK authorities. I guess thats why you have your paper counterpart now.
when you have collected enough of these nice points, you get to go to a psycologist and also a day of basic reaction/awareness tests to see if you're fit for the roads.
I used to carry a sidearm in one of my previous jobs, and as a rule, i had to go through this "test" on a regular basis.
Used to sit in there quite often, waiting to goto the next test, and people were bragging about how moronic they'd behaved, wether D&D, Speeding.. they all saw it as something to be proud of!

This is not so new. It started in january this year.
Generally up to 20km over the limit you will get points/fine and over that loss of licence is probable.
Also note that since 1 nov there are new radar cameras:

There will be many more too next year.
The radar system is totally automatic from flash to the delivered fine etc.
Note that the radars are often set only a few km over the stated limit.
The radar system will automatically fine and give points to the registered vehicle owner. If it was not you driving you have to prove you are innocent!
Also you have to pay the fine before you can make any claim of innocence
Oh yes, it's all about SAFETY
