I would agree that it all sounds a bit unusual.
As per the card, I always thought that the the limits are restricted by the credit status of the card holder. 6,000 in one period is a bit crazy I think, despite this some banks offered HIGH limits in the past.
What I would do if the man came all the way to purchase the car, would be that the transaction be done at the bank by the teller. Like this his identity can be verified as well as you are sure that you get legitimate funds.

He will be paying through the nose for getting cash that way! I have in the past been allowed to draw £xxxx's from the cash point but only by ringing the bank first and they alter the setting at the ATM so it allows you do draw more than normal but it was at a specified cashpoint and was with a switch card.

Depends on two things.
Who he banks with and the state of his account.
If he's a good saver or pulling in a large monthly wage his bank will (usually) allow him a larger limit on his card. Some banks are more favourable to people with credit cards than others. If he says he can do this then it's quite possible that he can.
caveat. I'm not saying trust him, simply saying that what he says might be true.
eta. I work in the Chip & Pin environment so have a fair idea and am not just talking out of my bottom.

But yes you can withdraw a lot i think. I even called the bank after and asked them if i was going to get charged and they said not its fine as long as your have the money in there
