Regional Settings affect downloads

Have a **bizarre** thing going on with some download stuff. Basically, it is a massive transfer of small files over http, one file at a time. When running on a PC set to "UK" mode, it works fine. On a "US" PC, it fails after a few files (just hangs up completely). Changing that PC over to "UK" gets it going again.



Any ideas?
