Looks fake to me, thats got to be a deep bit of water to hide a whole body.

That was in Detroit if i remember correctly,I read about it a while ago and the dead man is a homeless guy who fell into a flooded stairwell or similar.

What a miserable,sad lonely way to end your existence. Most of us wish we could slip away painlessly and quickly, al of our issues solved, loved ones nearby. Falling (possibly inebriated) into a freezing pool of dirty water seems like such a mean end to life.
