Spawning fish delay ford work

Here's a little article that was in the Northern Echo today:

A ford is staying closed for a few more weeks because of spawning fish. Engineers planning to repair the concrete carriageway at Stanhope Ford, in Weardale, County Durham, are having to wait until fish finish laying their eggs upstream next month.

Now why the hell are they fixing it... what a waste of money! Whats wrong with going round it, all of 2 min extra drive?!
