it's an sva requirement that's always been there. If you have an adjustable brake bias bar, this must be locked off so that you cant adjust it. If you also have an adjuster, then the tester must not be able to see it.
The factory tend to mention it when you go for your safety check, pre sva.

As Dave said, it has always been a requirement.
SVA (and IVA) requires it to be locked in such a way that it cannot be unlocked again with normal workshop tools. They will require it to be locked then drilled and pinned.
If you are doing this for yourself then you will need to take great care to get the setting right before drilling it. The front brakes must lock before the rear so this is the adjustment you must achieve.
When I did the Dakar I drilled and pinned the brake compensating valve after it had passed the SVA brake test. Even though I was doing this whilst the tester wrote out the MAC he still wanted to inspect the pin before he handed over the paperwork.
