Certainly this is how it works in Halo 3.
I used my first account to add MS points and buy a load of maps.
Then I created a seccond account and the maps were all there to be used.
Can't comment on other games but see no reason for it to be different. It seems to me that they sell on a 'per console' basis not a 'per account' basis. Indeed with the movie downloads you don't even need to be signed in to watch them.
