Flushing Broken Toilet?!

Basically, some idiot in our house has taken a dump in the toilet that doesn't flush and, as it is the weekend, if we want to get the problem sorted we have to pay for a plumber to come out and then chase the letting agents for the money back which is a real pain.

I've lifted up the lid covering all the technical stuff but I don't actually have a clue what I'm doing. Any advice?
