I did search for this but didn't find anything; But it certainly made me smile. On my last test it limits me to 124mph, but that's ok!

Haha Clarkson, I like that idea!

Only trouble with that theory is that someone can be very intelligent IQ wise, but still be as irresponsible in a car as a chav on meths.

A simple solution is make the bloody driving test a lot harder. I know plenty of nobs who got their driving license easily, but they shouldn't even be allowed to look at cars let alone drive them.

Not if average IQ is, by definition set at 100. I recall the standard deviation was 15 so he would be 2 standard deviations below average.
