This is also commonly used to launder money as a result of shop lifting:

tea leaf lifts clothes/goods from shop
accomplice goes in and "returns" them, without a receipt and gets gift vouchers
gift vouchers then go on e-bay and cash is the result....

Apparently if people have money troubles, such as bankrupcy, the official receiver doesn't look at paypal balances. Hnece a voucher for a new telly won't show up... frown

So you could hide a shed load of cash in paypal and declare bankrupcy to clear huge debts??

I've heard so many stories about money stuck in Paypal accounts. If you can't get your money off Paypal, the receiver can't get it either. They're not daft. They seem to have learned from bitter experience.

Because they are using a stolen credit card, or need to get something like cash out of PayPoo without it hitting a bank account/being noticed by taxman, or they intend to perform a chargeback and get vouchers for nothing, or <insert appropriate scam here>

It would help to clarify things if they had:

eBay
eBay Motors
eBay Scammers
