Help identifying someone famous(ish) in a photo

This has been bugging me for ages I know that I know who the guy on the left in the sunglasses and Jaguar shirt (under his coat) is but I can't put a name to the face. I thought it was David Grace (Hill climb champ/Rockingham boss) at first but it isn't. Can someone help?
