Got legal advice?

Lotteries are illegal. You'll end up in jail.

So, what would the LEGAL framework be for legitimately charging a fee to ask a reasonably difficult question or other acceptable test of skill and offering a house as the prize for the first correctly answered entry drawn at random in suitably controlled conditions?

I note the owners of the fishing lodge place got pulled up on the lack of skill needed to enter. Funnily enough, I couldn't find the correct answer to their question about the fishing licence!

Lotteries of that nature in the UK are not permitted, as you suggest, the skill element needs to be present.

Where were they based?

It would depend on the pizza in question.
