I doubt Diwali has anything to do with it.
In my (bah humbug) opinion , fireworks should be permitted for a a one week period including two weekends around November 5th. Then banned after that.
And even in that period who lets them off after 10pm should be forced to sit in a room with a screaming six month old baby who just gets off to sleep, then is awoken by another firework, and the screaming begins again.
